Commissioner Recruitment Opens November 23 for Newly Restructured City of Duarte Commissions
After several months of discussion on the Duarte City Commissions’ structure and operations, the City Council approved the first reading of Ordinance No. 913 at their November 22nd Council meeting. The ordinance includes several modifications intended to increase the efficiency and effectiveness of Commissions in serving their community and providing recommendations to the City Council. In addition to changes to the Commissions structure, the City will be accepting applications for City Commissioners positions starting Thursday, November 23 through December 22.
Early last summer, City Councilmembers set goals and objectives for FY 2022-23 that included directing staff to conduct an analysis of the City Commissions’ work as well as options for potential restructuring. The City Council’s request grew out of a general consensus – among Councilmembers, City Staff, and City Commissioners – that opportunities existed for making the City Commissions more effective in carrying out their missions. After reviewing Commissioner agendas and minutes, attendance records, surveying Commissioners, and conducting interviews with Councilmembers, City Staff and Commissioners, City Manager Dan Jordan reported the results and potential restructuring options in a workshop on Tuesday, November 8. Through Council’s discussion and further guidance, staff was directed to return with an ordinance for first reading.
Ordinance No. 913 includes the following modifications to the City Commissions:
- Reduces the number of Commissions from six to five by merging the current Economic Development Commission into the Planning Commission and creating a new Planning and Economic Development Commission.
- Standardizes the number of Commissioners on each City Commission at five members.
- Makes regularly scheduled Commission meetings every other month for each Commission except for the Planning and Economic Development Commission which will continue meeting on a monthly basis.
- Makes most “special” eligibility requirements for membership on specific Commissions optional rather than mandatory.
- Renames the current Public Services Commission to the Public Utilities, Communications, and Technology Commission.
- Renames the current Traffic Safety Commission to the Public Works and Traffic Safety Commission.
- Creates a framework within the Municipal Code to create, structure, and terminate Ad Hoc Committees.
The City of Duarte is now accepting applications for the newly structured Commissions. Most applicants must maintain a current residence in the City unless stated otherwise in the application, have no felony convictions, and provide a written resume in addition to the completed application. The application and Commission descriptions are available on the City’s website at accessduarte.com/city-commissions. Deadline to submit is December 22, 2022, at 5 PM. Applications must be submitted in-person to the City Clerk’s Office at 1600 Huntington Drive.
