City of Duarte Approves Rate Increases for Burrtec Waste Services | City of Duarte

Effective January 1, 2023, Duarte residents will see an increase of approximately $2.76 to their monthly residential refuse and recycling rates. The rate adjustment from $32.15 to $34.91 is based on the most common residential service level with one 90-gallon trash container, one 60-gallon recyclable container, and one 60-gallon green waste container. 

The City of Duarte’s solid waste services agreement with Burrtec calls for a review and adjustment of rates annually. Consistent with cities across California, the increase in monthly bill rates for residential and commercial customers are largely reflective of inflationary increases and the mandatory implementation of organic waste and recycling laws such as Senate Bill 1383 (SB 1383). A refuse survey conducted in November 2022 shows that the City of Duarte’s refuse rates are still among the lowest one-third of cities surveyed in the San Gabriel Valley, even with the proposed rate increase. 

Commercial customers will also experience rate increases with the most common refuse service level of one 3-yard being serviced once per week, going from $231.64 to $266.66 per month. 

The implementation of SB 1383 is the biggest contributor to the increased cost of services. This statewide effort to reduce emissions of climate pollutants requires California cities to reduce organic material waste in landfills and rescue surplus food sources from commercial establishments to feed Californians facing food insecurity. To comply with SB 1383 requirements, all California waste haulers, including Burrtec, must change their current waste collection and processing practices, which leads to increased costs. In 2023, green waste disposal cost will go from $93.20 to $125.00 per ton, or a 34.12 percent increase. 

Residential street sweeping will increase from $2.01 to $2.15 per month and commercial street sweeping will increase from $3.87 to $4.14 per month starting January 1, 2023.
